Ok ill just put it up but I need a legal answer. What laws would be broken if a low paying, bad workrules contract company told other better paying major companies to not hire its employees because it wouldnt be able to cover the attrition... dooming eligible qualified employees to continue making bad money under bad rules unable to progress up the talent ladder?

Most professional contractors have non-solicitation clauses in their contracts - that is, the client company (the "big company" in your case) would need the permission of the contractor to hire any employees from the contractor. However, if a contractor employee were to quit and then be are hired by the client, there is usually nothing the contractor can do. That person is obviously taking a risk, though.

If the contractor is asking the client not to hire its employees, then it probably does not have this clause in place. Personally, I see nothing wrong with the contractor telling the client that it would create business issues if the client hired its employees. The contractor is not bad-mouthing its own employees - just admitting they have poor HR and management practices that are negatively impacting their ability to motivate and retain employees.

Your last sentence hit the nail squarely. That's exactly what its like here. Inability to draw fresh talent and retain. The ones leaving are moving to the better job...like leaving minor league to majors...improving life and income. To see a boss squash that in the name of loss prevention...its got over 2000 of us super pissed.
